Tempus is the European Union’s programme which supports the modernisation of higher education in the Partner Countries o Easter Europe Central Asia, the Western Balkans and the Mediterranean region, mainly through university cooperation projects. This year ASUE’s TEMPU projec has been recommended for funding and the university was awarded a grant of the value 653,908,71€. Being a cross-regional project UNIV Imeet Tempu Programme’s Regional Priorites in the field of Structural measures/Governance Reform with the specific priority on the development of international realitions.

Training within the TEMPUS Project (UNIVIA) on “Development and Improvement of the University Administration on International Relations” has been held at ASUE on October 8. The training will go on until October 10. The representatives of the Ministries of Education from 3 countries, as well as the Universities of Azerbaijan, Kirgizstan, Tajikistan, Ukraine and Spain took part at the training.
The Vice-rector of ASUE for International Relations and Programs Shahin Bayramov informed the participants about the Project in his opening speech.
As we know, ASUE became the winner of the TEMPUS Project IV sixth call as the coordinator of the Project on “Development and Improvement of the University Administration on International Relations” for the first time in 2013. The University has held the training of extended format in accordance with the approved work plan. Training was mainly focused on the overview and discussion of the current situation on international relations in the partner universities. The representative of the University of Malaga, Spain Juan Antonio Martin is to held trainings as a speaker for the preparation of new strategic plans and guidelines to improve the international relations of educational institutions with the representatives of the local and regional universities, beside the delegation from the ministries.
The main goal of the TEMPUS Project is to bring a positive experience on international relations to the regional partner countries and to develop the higher educational institutions of the same countries.
Meeting is to be continued for three days.
26th Annual Conference of the European Association on International Education took place in the capital of Czech Republic Prague within September 16-to 19.
The EAIE was applied to for the participation of the TEMPUS Project coordinator, the Azerbaijan State University of Economics at one of the influenced organizations in the field of education the EAIE and a special section for the promotion of the project was allocated at the conference program.
ASUE was represented by the employee of the International Cooperation Department Bayim Nabiyeva at the conference attended by the Project partners the Warwick University of Great Britain, the Kiev National University of Economics of Ukraine.
“EAIE Prague 2014” aims to bring together the higher educational experts on internationalization, to make the joint platform for sharing new ideas and good practices in this area.
Numerous presentations on the internationalization of different directions of the higher education, as well as the new Erasmus+ grant program of the European Commission (2014-2020) with 29 workshops and 170 sessions was held at the conference represented by more than 5000 experts from 90 countries of the globe.
Bilateral cooperation and issues on joint participation in Erasmus+Program were discussed within the event.
TEMPUS Program Coordinator on Southern Caucasus Franz Steidele, Head of the Azerbaijan National Erasmus office Parviz Baghirov and the representative of the Ministry of Education have visited the Azerbaijan State University of Economics on July 3.
Quests who met with the University Rector, Professor Adalat Muradov spoke about the importance and the status of implementation of the TEMPUS Project coordinator of which is ASUE and discussed the possibility of future projects for the European Commission.
Rector has also spoken about the improving the University administration and the importance of teaching and student staffs’ participating in the European Commission Scholarship Programs. He expressed the gratitude to the European Commission coordinator for funding the kind of Project and confidence for ASUE to participate in other projects of the European Commission.
Franz Steidele congratulated ASUE for being the coordinator of the TEMPUS Project and highlighted to support our university to take active part in the Projects of the European Commission.
Afterwards meeting with the TEMPUS Project employees the coordinator of which is ASUE have taken place.
Meeting within the TEMPUS Project on “Development and improvement of the University Administration on International Affairs” (UNIVIA) has been held at the Azerbaijan State University of Economics on June 17. Vice-rector of ASUE for International Relations and Programs Shahin Bayramov greeted the participants on behalf of the University rector in his opening speech.
As we know, ASUE became the winner of TEMPUS IV sixth call as a coordinator for the first time with the Project of the “Development and Improvement of University Management in the Field of International Relations”. Namely in accordance with the work plan meeting in an extended format has been held at the University. The main subject of the meeting was the review and the discussion of the current situation in the field of International Relations at the partner Universities. Issues on the role of European Union Universities in the UNIVIA Project, analysis of the activities by the educational institutions on international relations, the discussion and the evaluation of comparative reports by the experts of the EU and Educational Ministries, preparation of the recommendations and strategic plans on improving the International Relations Departments’ work will be discussed within the 2 days.
15 Universities of Azerbaijan, Great Britain, Spain, Italy, Ukraine, Kirgizstan and Tajikistan and the Ministries of Education of 4 countries are participating at the Project. The main target of the TEMPUS Program is to bring the positive experiences of the European partner Universities to the regional partner universities and to develop the higher educational institutions of these countries.

The delegation of the Azerbaijan State University of Economics was on business in Spain and Italy. A business trip has been implemented within the TEMPUS Project “Development and improvement of the University Administration on International Affairs”the coordinator of which is ASUE.
The delegation consisting of the experts on international relations Mammad Hasanzade, Zaur Seyidov and Afat Alekberova have visited the Santiago de Compostela University of Spain-a European partner of TEMPUS within May 20-25. They were given detailed information about the activities of international relations office, international cooperation and programs, as well as about the process of internationalization at one of the oldest Universities of Europe the University of Santiago de Campostela.
The State University of Ganja from Azerbaijan, The University of Economics and Trade of Paltava from Ukraine, representatives of the Kirgizstan Ministry of Education, the International University of Kirgizstan, Tajikistan Ministry of Education and the Institute of Entrepreneurship and Services of Tajikistan have taken part in the trip.
Representatives of Azerbaijan Ministry of Education and other educational establishments have also taken part in the trip. ASUE employees have made presentations on innovations in the field of education, gained achievements, measures to be taken in this direction and “Azerbaijan Youth within 2010- 2015” State Program during the meetings.
A business trip of the delegation consisting of the partner University employees within the “TEMPUS” Project on Development and Improvement of University Management in the Field of International Relations, the coordinator of which is ASUE, is being realized to the Universities of Malaga (Spain) and Warwick (Great Britain).
The appropriate employees of ASUE, Baku State University, Nakhchivan State University, the National Economic University of Kiev, the Economic University of Kirgizstan, Kudzand State University of Tajikistan and the Ministry of Education of the Republic of Azerbaijan are expected to visit the Universities of Malaga and Warwick and to be familiar with the experience of the universities in the field of international relations during the trip through April 22-May 01 2014.
On April 23-25 of the current year members of our delegation has met with the Deputy Vice-rector of the above mentioned university for International Relations and cooperation Prof. Dr. M.Angeles Rastrollo-Horillo, Deputy Vice-rector for Student Exchange Prof. Dr. Susana Cabrera-Teto and the experts of the working group on the “TEMPUS” Project of the University of Malaga.
Members of the delegation have got acquainted with the structure of Malaga University, procedure of international strategic development plan, experience on bilateral cooperation ties and preparation of contracts, the implementation mechanism of the exchange of professors and students, technological park, organization of the International Relations Department’s work and real working principles and the university experience on benefitting from the European Commission grants within a-three day training program.
The delegation is to visit the University of Warwick within April 27-30 as a continuation of the trip.
The local Mass Media have informed about the trip to the University of Malaga of the delegation in detail.
The first meeting for the coordinators and partners of winner announced projects within TEMPUS IV sixth call of 2013 has been held. The event organized by the Education, Audiovisual and Culture Executive Agency took have taken place in Brussels of Belgium on February 10-11 of the current year. ASUE which was the winner as the coordinator of TEMPUS Program on “Development and Improvement of University Management in the Field of International Relations” has also been represented at the event for the first time.
The Vice-rector of ASUE for International Relations and Programs Associate Professor Shahin Bayramov has taken part at the event. Also Juan Antonio Martin-Checa from Malaga University of Spain and Philippe Sartor from Bologna University of Italy who are the representatives from European partner universities of above mentioned project have joint the event.
The event focused on delivering the information about the execution of TEMPUS Projects and financial administration and practical recommendation to the coordinators and partners of the Project. EACEA staff, Heads of the National TEMPUS and Erasmus Offices, members of the national expert groups on education in different countries of European Commission and the representatives of the exemplary TEMPUS Projects executed so far.
Mr.Klaus Haupt, Head of Section of EACEA opened the event, noted that about 500 participants were taking part at the session, emphasized 171 projects from applied 937 for TEMPUS Project last call to be announced the winners and noted the universities of partner countries to win as the coordinators for the first time as an increase in the share. He mentioned the TEMPUS Project as one of the most important elements of the support provided to the partner countries by the European Union, noted the project to be enough successful within the 20 years of existence and declared the TEMPUS Project to be continued within the newly announced Erasmus+Program further on.
A number of presentations have been made on the results of TEMPUS sixth call, theexecution of granting projects, preparation of reports, financial management, as well as the new Erasmus+Grant Program by the European Commission (2014-2020). Individual meetings of Project representatives with the National TEMPUS Offices staffs, as well as the experts of EACEA have been arranged within the event and the participants have had a chance of getting detailed information about the inquiries they are interested in.
ASUE Representative has made a number of meetings on the issues of bilateral cooperation and the joint participation in the Erasmus+Program within the two- day session.
Earlier this year, ASUE became the coordinator of a TEMPUS Project training program having been awarded TEMPUS funds. The program, which focuses on Development and Improvement of University Management in the Field of International Relations was launched with a three day conference, which took place at ASUE between 27-29 January, 2014.
Opening the training program Vice-rector of ASUE for International Relations and Programs Assistant Professor Shahin Bayramov welcomed the participants on behalf of ASUE Rector Professor Shamsaddin Hajiyev, wished them success and delineated the purpose of this program: to analyze the existing international relations administration mechanisms and use these observations and the experience of partners to improve them.
Mr.James Kennedy, the Head of the International Relations Office at the University of Warwick in Britain, conducted the training. One of the leading experts in the field, Mr.Kennedy has made detailed and comprehensive presentations on the training topic. He also shared with his wealth of experienceand talked about the progressive methods applied at the leading European universities to develop scholastic international relations. Participants thus learned about organization techniques of the international activities of universities, the participation mechanism of the international relations office in the field, issues of international development strategy, and criteria for the evaluation of the university’s international relations.
Additionally, the participants exchanged views on the current state and operating principles of the international relations offices at their respective institutions: Baku State University, Ganja State University, Nakhchivan State University, Sumgayit State University, Kiev National University of Economics named after V.Hetman (Ukraine), Poltava University of Economics and Trade (Ukraine), Kirgizstan University of Economics named after M.Ryskulbekova (Kirgizstan), the International University of Kirgizstan (Kirgizstan), Kujand State University (Tajikistan) and the Institute of Entrepreneurship and Services of Tajikistan (Tajikistan).
Assistant Professor Shahin Bayramov closed the event by thanking Mr.Kennedy and the all participants. He noted that the conference and training were a great success, and expressed his hope that this will be the beginning of a fruitful cooperation. At the end of the trainings the representatives of partner universities were presented with 12 laptops to be used during the implementation of the project, in accordance with the provision of equipment envisaged in the framework of TEMPUS Project.
Rector of Azerbaijan State University of Economics, Chairman of the Scientific and Educational Commission of the Parliament (Milli Majlis) Professor Shamsaddin Hajiyev opened the event by warmly welcoming the participants and the guests. He congratulated the faculty, staff, and students of ASUE for proposing the winning project. Professor Hajiyev gave detailed information about the TEMPUS program sponsored by the European Commission; he emphasized the program’s important role in the development of higher education in partner countriesand stressed the fact that only four Azerbaijani universities have won TEMPUS. He explained that 15 universities form Great Britain, Spain, Italy, Azerbaijan, Ukraine, Kyrgyzstan and Tajikistan and the Ministries of Education of the last 4 countries are partaking in the project. Rector Hajiyev ended his speech as he expressed his certainty that the project will conclude with success.
Deputy Director of the Department for Science and Higher Education of the Ministry of Education Mr.Yagub Piriyev greeted and congratulated the participants of the event on behalf of the Minister of Education of Azerbaijan Republic Mr. Mikayil Jabbarov. He emphasized that significant work is being done in converting the oil capital to the human capital in our country, informed that Azerbaijani universities have taken part as the coordinators and partners of 45 TEMPUS Projects and highlighted the importance of project ASUE has won in accelerating Azerbaijan’s integration to the world education system.
Head of the Operations Section for the European Union Representation in Azerbaijan Mr.Federico Berna congratulated ASUE for its great success as the winner of the TEMPUS Project. He then stressed that the European Union unequivocally supports the development of the education in the region and noted that these kinds of projects to play the important role in developing multilateral cooperation between Azerbaijan and the European Union.
Head of the National Erasmus+ Office Azerbaijan Mr.Parviz Baghirov said his office will be delighted to support ASUE and its TEMPUS partners in promoting this project.
Head of the International Relations Office for University of Warwick, Great Britain Mr.James Kennedy expressed his gratitude for the warm welcome and reception. He then stated his university is excited to partner with ASUE for this project, and noted he is looking forward to this collaboration and to working on a successful project.
International Relations Office for the University of Santiago de Compostella (Spain) Representative Ms.Begona Soneyra congratulated university personnel and noted that the project will be beneficial for all participants.

Ambassador Extraordinary and Plenipotentiary of the Republic of Ukraine for the Republic of Azerbaijan Mr.Alexandr Mishenko, Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan for the Republic of Azerbaijan Mr.Zohir Saidov, Ambassador Extraordinary and Plenipotentiary of the Republic of Kyrgyzstan for the Republic of Azerbaijan Mr.Ayjigit Buranov, Deputy Ambassador Extraordinary and Plenipotentiary of the United Kingdom for the Republic of Azerbaijan Mr.Adrian Lee, Deputy Secretary General of the Parliament Assembly of Turkic Speaking CountriesMr.Altinbek Mamayusupov and the representatives of other non-partner universities of the Republic of Azerbaijan also partook in the opening ceremony.
Each of the 3 proposals which are approximately 200 pages had been prepared within January-March of the current year. Fortunately the proposal "Development and improvement of university management in the field of International relations"was announsed the winner and 653 908,71 Euros have been granted for the implementation of the proposal. Thus ASEU becomes the winner of Tempus Project.
